Which wiki is that, just out of curiosity? There should be someone who could help you out on the technical side of things, even if there isn't an assigned Wiki Manager yet. Maybe I can point you in the right direction.
Hmm, looks like the admin only started the Wiki but never expanded it with any content. You appear to be the most active contributor at present. I think it would be worth making a request to become the admin yourself, given that the current one has been inactive since February. If that's something you're interested in, you can make the request at the Adoption page at Community Central.
While useful, I wouldn't say speaking Korean is strictly a requirement. Having one admin is better than none at all, and I don't think anyone would object to it. If there's a Korean speaker on the wiki, they could always assist the admin with any translation work.
